Specifications for proper remediation must consider the chemical and mechanical properties of the deleterious material in order to neutralize the chemistry, and reduce the probability of spreading this deficiency to the rest of the structure. Visual observation does not guarantee that all of the waterproofing and concrete deficiencies can be found because of the intrinsic limitation of the human vision.
